To be frank, US "discretionary " injections were just so because the US controlled the discretionary spending through it's enormous clout over the mandarins running the WHO, through joint funding through organs run by US interest like Bill Gates Foundation, etc. China not only doesn't have those people looking after it's interests, they'd do their best to hijack them. Hence the difference in spending models.
